Abstract
This writing deals with the theoretical aspect of the parliamentary system and 4 its relation with democracy and government. The most rationalitiees o institute the demOcratic models are analyzed in reference to British PvDerience inviting Comparison with US practice. And try to explain the chief function of parliament in a democratic society. On that basis, the Nepalese parliament, its functions, and efficacy are pointed out. Writing focuses less on critiquing to parliamentary actualities of Nepal but tries to hint at the problems that are less theoretical and principles but personal. Thus, it advances the theoretical aspect of the parliamentary system which is more than a government but a method of government. Such political methods of parliamentary, if function even minimally, can ensure good government, transparency, and accountability as well. It does not guarantee in absence of a good human agent but the system in itself is better than others. Parliamentary representation is significant for instituting participation and then to future democracy.
